Recommendation Analysis
In an effort to evaluate the quality of each alternative in addition to the financial costs, a weighted decision matrix was created. Seven factors were identified as major concerns for the local communities and as such, were taken into consideration for this analysis. Each factor was assigned a weight based on its significance to the community. Each alternative was then ranked according to each factor, with 3 being the highest rank. The rank of each alternative was then multiplied by the weight of the factor to determine a score. The scores for each alternative were the summed to give a total score, thus providing a way to compare the quality of each alternative against the others.

Conclusion
Based on the above Weighted Decision Matrix it can be seen that, not only is Alternative III the most financially beneficial alternative, it is also the most viable in terms of quality as well. Therefore it is this team's recommendation that Alternative III, which aimed to maximize user benefits, proceed forward into final design.
