Cost Estimate

The table below shows a comparison of the total construction cost of each alternative.  Unit costs were obtained from the Capital Cost Estimate Report:  Merced to Fresno Section by CHSRA. Total construction cost includes right-of-way acquisition cost and contingencies.  Right-of-way acquisition cost was estimated by using the LA County Assessor Map online.  Below the table, individual, detailed cost estimates can be found.

Benefit/Cost Analysis
Benefits

The following three benefits were estimated over our 20-year analysis period using CALTRANS established values.

  • Reduction in delay relative to No-Build Alternative

  • Reduction in emissions relative to No-Build Alternative

  • Reduction in wear and tear relative to No-Build Alternative

Costs

The following three costs were determined through an engineer's estimate of each alternative based on the estimate produced in the Merced to Fresno segment of CHSR.

  • Support Costs

  • Construction Costs

  • Right-of-Way Costs

Benefit/Cost Ratio

The total benefits for each alternative were then divided by the corresponding total costs in order to provide a basis of comparison between the three designed alternatives.  It is important to note that only the benefits which can be associated with a physical dollar amount were accounted for in this analysis.

Conclusion

Based on the above Benefit/Cost ratios, we have concluded that Alternative III: Maximum User Benefit is the financially preferable alternative. â€‹
